Readiness is always readiness for a mission. It is proven by exercising that mission, not by claiming it.
Every mission is unique. An exercise that doesn’t represent the mission can’t prove readiness for it. It proves readiness for the exercise. So the simulation has to be built to the mission, the adversary has to know the tradecraft, and the proof has to come from the run.
A cyber force is people and AI agents working together. Both make claims about what they can do. Neither claim means anything until it has been exercised against the mission it will actually face. One intelligence, one set of missions, two forces, and the evidence is comparable across both.
